Act in accordance with the development blueprint
of the SCC as well as the strategic goals of Customs education mapped
out by the Party Committee of the Customs General Administration. The
SCC has recently furthered its educational reform with its main endeavour
oriented towards the enhancement of training and the intensified efforts
in international exchanges and cooperation. The college has taken the
initiative in keeping close ties with international organizations and
overseas Customs services. Since Oct.1999, the college has successfully
hosted 7 seminars for Hong Kong Customs officials, totaling 100 people
from the level of superintendents and above. As the curriculums, designed
in view of the specific needs of the trainees, were rich, novel and varied
in content and both the study and living arrangements were up to standardized
norms, the training programs were highly acclaimed by the trainees, by
Hong Kong Customs Service and by Hong Kong media. Meanwhile, the college
offered in 2000 and 2001 respectively training courses for intermediate
and high level officials from Mongolia and Vietnam. Both courses achieved
their expected objectives and were highly spoken of by the trainees in
their feed--back.
The SCC attaches great importance to the
cultivation of Customs professional spitrit,ethics,consciousness and disciplines
on the part of the students by implementing paramilitary administration.By
virtue of experience accumulated in its years of trial and pactice, the
SCC has formed both in the fields of research,teaching and learning an
educational system composed of law,ecnomics and management accompanied
by the infiltration and interdependence of multiple academic disciplines.The
college, with an annual enrolment of around 500 college-diploma students,
has set up five academic specialties, namely, Customs Management,Taxation(tariffs),Aduit(Customs
External Audit),International Economic Law(Customs Law),Modern Logistics
and Customs Brokerage.The SCC also hosts various inservice training programmes
for various-level Customs officials doing different aspects of Customs
work,averaging 1800 people yearly. Besides, the SCC has programs meant
for intermediate and high-level overseas Customs officials averaging about
100 people yearly.It boasts an array of highly competent staff of 202
people, including 98 full-time trainees, among whom 3 are full professors,26
are associate professors and 53 are lectures.
Starting from May this year,the college will
offer two training programmes yearly for intermediate and high level Customs
official from Macao.After three years of practical experiences, the college
has set up a set of standardized foreign-related
training regulations, a series of syllabuses for teaching(training) and
probation tailored, via optimization grouping, to the
different needs of various trainees, and a team of part-time teachers
composed of experts from different institutions of
education. The Customs General Administration and Shanghai Customs House.In
short, the college has compiled a whole series
of foreign-related training materials and syllabuses to meet the general
requirements of various Customs services abroad.
